The song is about how humans are ignoring the issues of war, peace, human rights, and not doing the right thing about it, even the answer is thrown in to their face.

The main themes of the song are peace and war. The main message is that the issues that kills people and torturing people are so obvious but humans selfishness had ruled it. People aren't stopping it because it doesn't affect them anyways.

My personal opinion of the song
I personally think that this song is an important alert to the us humans, who aren't in toughs and roughs. People who aren't 'affected' by war or any issues like basic human rights, doesn't care about it even though they know it would get worse, because it doesn't affect them. The way, Dylan presents his poem and idea with rhetorical questions adds a lot of 'guilt' to the humans.
